Abstract
The North River Tunnel (NRT) is the only rail link between New York City, New Jersey, and the Northeast Corridor, serving 200,000 passengers daily. Opened in 1910, its two-track system is outdated, causing significant delays, especially after Superstorm Sandy damaged the tunnel in 2012. When one tube is closed, capacity drops by up to 75%, leading to major disruptions.
The Hudson Tunnel Project (HTP) will add two new tracks and rehabilitate the existing ones, improving reliability and resiliency. Significant progress has been made, with construction underway since 2023. In 2024, the full $16 billion funding was secured.
In this webinar, Kiran Patel, GDC Deputy Chief Technical Officer, will provide updates on current and upcoming New Jersey construction, including the Tonnelle Avenue Bridge and the Palisades Tunnel Project.
Attendees will gain insight into the challenges associated with delivering a major infrastructure project in a dense urban setting, how GDC is managing and anticipating risk, and the emerging technology in use on this generational investment in our region.

Kiran Patel is currently serving as Deputy Chief Technical officer and Interface Manager for the
Hudson Tunnel Project for Gateway Development Commission (GDC). Prior to joining GDC, Mr. Kiran
Patel served as Chief of Capital Project Management at New Jersey Transit, the third largest public transit
agency in the nation.
With over 35 years of professional experience in the field of engineering and
management, he had a very successful carrier at New Jersey Department of Transportation, where he
held executive positions in Design, Project Management and Construction Management directing more
than 150 projects in a given year with on time and on budget completion. After retiring from the State
service, Mr. Patel worked as Director of Construction Management for T. Y. Lin International, a well-
known international consulting firm and directed construction management for various tunnel
rehabilitations, substations, and civil construction projects in New York City as well as Airport runway
reconstruction project at Philadelphia International Airport. In his current position as Deputy Chief
Technical Officer and Interface Manager at GDC, Mr. Patel is responsible for the delivery of the NJ
surface alignment portion of the project and the interface management for the entire Hudson Tunnel
Project.
He received a B.S. in Civil Engineering and is a licensed Professional Engineer licensed to practice
in the State of New Jersey. Mr. Patel is also a Certified Public Manager. In his spare time Kiran is deeply
engaged in community services, enjoys sports, reading, and exercising.
