Abstract
John F. Kennedy International Airport (JFK) is one of the busiest airports in the nation and is an indispensable part of global travel and the region’s economy. The Port Authority has broken ground on a transformative $19 billion dollar public/private redevelopment program to build a new JFK with two giant new terminals, expansion and modernization of existing terminals, streamlined roadways, popular local retail and dining, and stunning New York artwork — all to provide our customers with the world-class travel experience they deserve.
This presentation will provide an overview of the various construction projects and project delivery methods included as part of the Redevelopment Program.

Speakers
Gina Bigler is the Director of Construction for the $19B John F. Kennedy Airport Redevelopment Program. Gina currently oversees all construction work associated with the program, including two state of the art new terminals; roadways, bridges, utilities, airfield paving and parking garage construction.
Gina has 15 years of Port Authority experience, beginning as a Structural Engineer on major projects at Newark Liberty International Airport and Teterboro Airports. She was also a Project Manager for the LGA Airport Redevelopment Program where she assisted with the procurement and selection of LaGuardia Gateway Partners, the Developer responsible for the operation and construction of New Terminal B. She later served as the Senior Design Manager for the LGA Redevelopment Program where she managed Port Authority Engineering Department reviews of the New Terminal B design.
Gina holds a Bachelor and Master of Science in Civil Engineering from Polytechnic Institute of New York University and is a licensed Professional Engineer in the State of New York. She is an Associate Design-Build Professional and Envision Sustainability Professional. She is also an active member of the American Society of Civil Engineers (ASCE) and the Design-Build Institute of America (DBIA).
Gianpiero Carovillano has been working at the Port Authority for 11 years. Gianpiero started at the Port Authority as an Engineering Associate rotating through various divisions with the Engineering Department. During his rotation he worked on the Rehabilitation of Newark’s 4L-22R Runway and Superstorm Sandy repairs at PATH. After completion of his rotation, Gianpiero spent the next 6 years in the Construction Management Division at the George Washington Bridge where he focused on structural steel and concrete priority and immediate repair contracts, construction of a temporary pre-fabricated maintenance building, as well the Capital Restore the George Program projects to Rehabilitate the 178th & 179th Street Ramps, construction of new pedestrian walkway ramps and the Rehabilitation of the Main Cables and Replacement of the suspender ropes.
Gianpiero also spent time at Moynihan Train Hall Phase II and the New Terminal A at Newark Airport in various capacities. Gianpiero has been at JFK Airport since February 2020 and has been primarily involved in the $1.2 Billion Roadways, Utilities and Ground Transportation Design- Build Project as well as various enabling work order contracts to install new utilities throughout the Central Terminal Area to support the new Terminal Redevelopment.
Gianpiero received both his Bachelor’s and Master’s Degrees in Civil Engineering from Manhattan College. He is a licensed Professional Engineer in the State of New York.
Daniel Chmielewski has been working at the Port Authority for over 20 years now. After completing a rotation through all the different Engineering Departments, Daniel returned to the Construction Management Division at LaGuardia Airport, where he focused on Taxiway and Runway Rehabilitation projects as well as electrical utility upgrades throughout the airport. It is there where Daniel was exposed to the Port Authority’s initial batch of Design-Build projects, working on the Runway Deck Extension project as well as the new East Parking Garage.
Furthermore, Daniel worked on the start of the replacement of LGA’s Terminal C and D (via Delta Airlines) before coming over to JFK Airport in 2020. Since his arrival, Daniel primarily focused on the two new JFK substation projects (Central Substation #2 and New Bergen Substation). Late in 2022, Daniel accepted his new role as Engineer of Construction and is now overseeing all Terminal Redevelopment projects.
Daniel received both his Bachelor’s and Master’s Degrees in Electrical Engineering from Manhattan College. He is a licensed Professional Engineer in the State of New York as well as a Certified Construction Management from the Construction Management Association of America (CMAA). Recently, Daniel obtained his certification as a Design Build Institute of America (DBIA) Professional.
