Abstract

As infrastructure projects increase in complexity, project teams are turning to digital solutions to improve performance, strengthen quality, and enable better decision-making.

In this session, Dr. Harri Emari introduces a practical model for a BIM + AI-enabled Project Management Office (PMO), designed to support modern project delivery. The approach integrates BIM intelligence, automated QA/QC processes, predictive performance metrics, and lessons-learned analytics into a cohesive, actionable framework.

Attendees will gain insight into how these tools can be applied today to enhance collaboration, strengthen governance, and improve delivery outcomes across complex projects. The session also explores how digitally enabled PMOs enable organizations to transition from reactive management to proactive, data-driven decision-making.

Dr. Harri Emari, PMP, CQM, PMI-CP is a seasoned leader in infrastructure delivery and organizational performance, with more than 25 years of experience across engineering, program management, and digital transformation.

He currently serves as Senior Director of Performance at United ECM, where he advises leadership teams on improving project delivery and operational performance across complex infrastructure programs. His work focuses on integrating governance frameworks, digital solutions, and collaborative systems-thinking approaches to drive predictable and efficient outcomes.

Dr. Emari is the founder of the Quality Project Management Office (QPMO) methodology, a systems-based framework that enhances collaboration, strengthens decision-making, and improves delivery performance across large capital programs. His expertise bridges traditional project management practices with emerging digital tools, positioning him at the forefront of innovation in construction and infrastructure delivery.
